This document outlines the roles and responsibilities of members of the LEICC. Each member of this council agrees to accept these responsibilities in order to remain an active member. We appreciate each member’s time and energy to participate on the LEICC, and hope that together we can continue to serve those that benefit from the Early Intervention programming here in Monroe County.
LEICC Vision: All children birth through 5 will be supported and included within our community and will grow and develop to their highest potential. In addition, those children birth through 5 with suspected or confirmed developmental delays / disabilities and their families will be supported and included within our community.
I. PURPOSE
A. The LEICC is the advisory body to the local Early Intervention Program (EIP). It is defined and constituted under 10 NYCRR Subpart 69-4 and its basic membership is defined by this regulation. Its purpose is to advise the Early Intervention Official (EIO) regarding:
1. Planning for the delivery and evaluation of EI services for eligible children and families, including methods to identify and address gaps in services
2. Identifying sources of additional fiscal support for Early Intervention services and programs
3. Identifying and making recommendations with respect to minimizing the problems for children and families from the Early Intervention Program
4. Identifying service delivery reforms necessary to promote the availability of EI services within natural environments
5. Identifying barriers that impede timely and effective service delivery, including advice and assistance with regard to interagency disputes.
6. Coordination of public and private agencies / promote interagency agreements
7. Matters relating to EI policies and procedures within the municipality as are brought to its attention by parents, providers, public agencies, or others
B. The Council shall advise and assist the Early Intervention Official and other Early Intervention Service Agencies in the development of coordinated standards and procedures pursuant to Public Health Law §2551 in order to promote the full participation and cooperation of such agencies.
II. MEMBERSHIP RESPONSIBILITIES
Each member of the council is encouraged to participate in the following ways.
1. Attend the quarterly meetings in accordance with the By-Laws, or notify the Vice Chairperson if unable to attend. (If you fail to attend more than half of the regularly scheduled meetings during the year you may be asked to resign from the council.)
2. Participate on at least one committee.
3. Read all communications.
4. Be prepared to participate in meeting discussions.
5. Respectfully contribute your experience and opinions at the meetings.
6. Broaden your knowledge base of the Early Intervention system, and the consumers it serves.
7. Maintain confidentiality of the council discussions as designated.
8. Reach out to community collaborators to educate and engage those people that could provide assistance to children suspected of a disability from birth to five years of age.
9. Identify and attract new members for the council.
III. COMMITTEE PARTICIPATION
Listed below are the current committees of the LEICC and a brief description on how they assist the Monroe County Early Intervention Program.
Standing Committees:
1. Quality Assurance - The Quality Improvement Committee assists the Monroe County Early Intervention Program in reviewing current processes and provides feedback to make continuous improvements.

2. Parent Involvement – The Parent Involvement Committee addresses the ongoing task of recruitment of parents for the LEICC, meets with several parent support groups to continue to bring parent views to the Council and provides transition training for parents.

Hope.
3. Data - The Data Committee assists the Monroe County Early Intervention Program in various areas including articulating research questions and corresponding data variables, determining performance outcome measures and reviewing and critiquing the EI program data collection.
4. Transition - The Transition Committee assists the Monroe County Early Intervention Program with continuous improvement of the Transition process. Focus groups, training, ongoing communication, and following up on implementation of changes recommended are past techniques. Input from all stakeholders (parents, CPSE chairs, service coordinators and providers) is especially valuable.
5. Recruitment & Retention – This committee is working towards recruiting additional related service therapists to the area including, Speech Pathologists, Occupational Therapists, and Physical Therapists. We will continue to reach out to colleges in the Western NY area that have degree programs in these areas to educate potential therapists on employment opportunities with children Birth – 5.

6. Public Awareness Task Force – This committee is working on various ways to educate the community on the issues currently faced by the EI system. This includes printed material as well as electronic medium to spread the word on the importance of the EI system, as well as ways that different members of our community can provide support.

7. 3-5 Committee – The 3-5 Committee explores issues and possible improvement opportunities specific to 3-5 Preschool Special Education.

IV. COMMITMENT STATEMENT
We value your participation on the LEICC, and look forward to your continued commitment to the goals of the council. However, we have determined that in order to maintain an active and productive council we must start to require that all members abide by the information shared above which is in alignment with our By-Laws.
